Dear ICLEA Member,

The picture included in this mailing was taken on October 24th at our last meeting at the University of Illinois-Chicago. Our Association honored the men and women of the UIC Police department for their efforts in arresting Joseph Konopka. Several members of the UIC Police Department, the FBI SAC, the Chicago Police Department, and members of our Association attended the ceremony. I would like to thank Bruce Lewis, Mike Cherry, and Dave Peters for their help in organizing the award ceremony.

After the ceremony, we held our regular ICLEA meeting. One of our tasks was to elect officers for the next 2 years. Since we did not have a quorum, it was decided to send out a mail-in ballot. This is also enclosed in the packet. Please fill-out the ballot and return it in the addressed, stamped envelope with a postmark no later than November 16th.

We discussed the current status of our Association. Several members commented that we have not been meeting regularly and when we do meet, we need to have a program that is worth taking the time away from our schedules to attend. We hope to change this problem by scheduling meetings in advance and arranging for programs that meet the needs of our Association. We have set the date and location for our next meeting. Our next meeting will be on Thursday January 23, 2003 at the University of Illinois-Springfield. The program will be one of two things. O.J. Clark has been working tirelessly with the Department of Justice to set up FREE training for Colleges and Universities on preparedness for weapons of mass destruction. This program is in its final stages and may be ready to implement by January. If this comes to pass, our Association will be hosting this 2-day training for our members. If this program is not ready, our program will be tackling parking problems on our campuses. This will not be complaint session. This will be a chance for us to network with our peers to find out what parking strategies are working and hopefully, we can all take away ideas on how to improve parking on our campuses.

Also included with your ballot is a short survey. For our Association to be strong we need member input. I am asking for topics you wish to see addressed or training provided and if you are willing to host a meeting. Please take a few minutes to complete the survey along with your ballot. I also included material from the Illinois State Police on their annual Traffic Safety Challenge. This is open to our members who are sworn departments. The ISP would like to have participation from our members.

I realize there is a great deal of information enclosed. I am trying to make up for some lost time to help get our Association back on the right track. Thanks in advance for your help.

Sincerely,

Thomas M. Phillis
President ICLEA
